It's better than scolding them, I suppose. Unfortunately, it still teaches them that they're not allowed to inconvenience anyone with their emotions. Don't come to Dad with your fears and worries; he doesn't want to hear it. :-(
I saw it two ways: it lightens things up and it also teaches them that sometimes you need to pause and hear others out if they need to vent/cry too. Communication is a two-way street, not just "people need to hear me cry, no matter what I'm upset about." I'm not a big fan it tbh. Kids aren't all dumb. There is a decent chance she's just realised that her dad isn't gonna entertain that shit and so stopped. A worse possibility is that the kid feels you are mocking them or disregarding their feelings. You don't need to dress it up as a game to do that. You can risk less confusion with a clear explanation and then firm and consistent responses to certain behaviours. Parenting is always about the long game.
They only stop crying because they're processing this moment and forming connections in their mind that will stay with them for life. It isn't that U don't need to cry over small things. It's the msg that when something feels really terrible for them, and they come to someone they trust for reassurance, they get mocked and not listened to. This man is doing lasting damage to his children. Trust me when they have problems growing up, nobody should be confused as to why.

They are all respectful, happy, well rounded adults now. And I raised them by talking to them about everything BUT I couldn't talk to them about anything if they were screaming and throwing a tantrum. So you HAVE to find ways to get them to stop screaming so they can hear you talking to them. You have to get creative because what works for one kid doesn't work with every kid. I think he was very smart calming them down the way he did.

@Kelsey Harwell Since I have 4 kids that are now grown, 0 have spent a night in jail or have ever been arrested. 0 are addicts or have struggled with any addiction. 0 kept me up worrying where they were or what they were doing. They are all respectful, happy, well rounded adults now. And I raised them by talking to them about everything BUT I couldn't talk to them about anything if they were screaming and throwing a tantrum. So you HAVE to find ways to get them to stop screaming so they can hear you talking to them. You have to get creative because what works for one kid doesn't work with every kid. I think he was very smart calming them down the way he did.
@M1NDCR4WL3R Yeah my feelings were always invalidated as a kid and my dad always spank me for crying and or made fun of me for being a "drama queen" or "crybaby" and would even call me a "little bitch" or an "annoying little brat" and things like that. At age 12 I was diagnosed with aspd because of severe anxiety in school and at age 16 I was diagnosed as a sociopath.

@Hu Tao Barista did you know that tantrums are actually due to the child's still forming amygdala not being able to process anger and sadness at the same time? it's actually crucial that you keep a calm level of understanding and help them through it. it's actually painful for them to experience whatever it is that causes them to react that way.. and "needing attention" is not nothing. kinda snowflakey of you to think that.. attention in a basic need, especially for a child. i feel like you might have had parents that stunted your emotions and you're still having a tough time coping with that. i just hope you don't pass it on to children. no one wants their kids to be helpless idiots their whole lives, but to prevent that, you need to raise adults that know how to identify and process their emotions. there's a bodily function for crying, so we know it serves a purpose. there is no shame in that. and I'm no liberal snowflake. I'm just educated.

@Hu Tao Barista actually for the first while, crying is the only way a baby can communicate. that's why breasts that are lactating will leak at the sound of a baby crying. even our bodies know the best they can do with their still-developing brains is crying
